SCOPE OF WORK: To serve as the New Hampshire Director of Special Education. To authorize, in accordance with statute, the development of state policies and regulations governing the education of children and youth with disabilities. To oversee the implementation of federal and state statutes relative to special education. To administer the long and short term organizational goals of the programs in Special Education.
Direct the development and oversee the evaluation of statewide policies and programs for the education of students with disabilities.
Work with legislative committees and commissions to identify legislative priorities and oversee the development of proposed legislation to meet the needs of students with disabilities and those of local school districts.
Articulate/share a clear vision of the purpose, goals and intended outcomes for the programs included in the Bureau of Special Education and their relationship to the Department’s educational initiatives.
Analyze, interpret, and process a wide variety of information relative to state and federal laws and regulations to recommend agency policy and rules related to the programs and services in the Bureau of Special Education to ensure compliance with those laws and integration of those programs into the agency’s educational improvement efforts.
Directs and monitors the planning, development, implementation and evaluation of professional development programs for special education personnel. Works with the Bureau of Credentialing to articulate requirements for certification of special education professionals; supports other Department efforts to implement the requirements for educators to be designated as Highly Qualified as defined by federal law.
Oversee the development and implementation of a statewide data system for the education of students with disabilities.
Oversee the monitoring and approval of school district and residential programs in which students with disabilities are educated.
Direct the management of the bureau including work assignments and employee supervision and evaluation.
Monitor the development and management of the Bureau budget according to state and federal requirements. Oversee the process for accepting and distributing grant funds and authorize their expenditure and the preparation of required federal and/or state reports documenting the expenditure or use of funds awarded for the respective programs.
Represents the agency by serving on professional boards, committees and organizations at both the state and national level.
Education: Master's degree from a recognized college or university with a major study in Special Education, Educational Administration, or a related field.
Experience: Eight years' professional experience in program administration and evaluation, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
Special Qualifications: Doctorate or Certificate of Advanced Graduate Study preferred.
Additional Salary Information: Most positions start between a Step 1 and Step 4, commensurate with experience. A Step 4 is $82,894.
